If that doesn't work try removing the drain plug completely and screwing it back in again, I've seen radiators where the plugs have jumped threads from the lightest of bumps and they wouldn't seal properly. Dont fall in the myth of more expensive plugs such as iridium plugs are better for performance they only last longer. NGK even say this on there web site.
